Blue Envelope Program Kickoff

We are proud to announce that the Co-Responder Unit has begun launching the Blue Envelope Program. This initiative aims to enhance communication between first
responders and individuals with special needs across Missouri.
The Blue Envelope Program, already successfully implemented in states such as California, Massachusetts, and New Jersey, is designed to improve the safety and effectiveness of interactions between first responders and individuals with disabilities, whether on the road, at home, work, or school.
The Blue Envelope is a voluntary tool that individuals can present to first responders during interactions. Participants keep the free envelope, stickers and other items in an easily accessible location, such as their car or home. Inside the envelope, essential information including the individual’s specific needs, emergency contacts, and communication tips is provided to help first responders tailor their response. Blue Envelope stickers placed on home windows will serve as a clear signal to first responders that someone in the residence has special needs.
The
Cape Girardeau Police Department has already collaborated with several local organizations to ensure the program meets the diverse needs of the special needs community such as, SEMO Alliance for Disability Independence, Catholic Charities of Southern Missouri, Grace Reliant Health Services, The Tailor Institute and many more. These agencies will play a crucial role in promoting the program and resources to the community.
Items for the Blue Envelope Program will be distributed through our partner agencies in the community, and will not be distributed at the Cape Girardeau Police Department Headquarters.
