Community Development Block Grant (CDBG) Program

Welcome to the City of Cape Girardeau’s Community Development Block Grant (CDBG) Program webpage! The CDBG program, funded by the U.S. Department of Housing and Urban Development (HUD), is designed to support community development projects that address critical needs in low- and moderate-income areas. Our goal is to enhance affordable housing, improve public infrastructure, and promote services that uplift vulnerable residents within the community.

About the CDBG Program

The CDBG program is a vital resource that enables cities like Cape Girardeau to tackle key issues such as:

  • Affordable Housing: Ensuring access to safe and affordable housing for low- and moderate-income families.

  • Infrastructure Improvements: Enhancing public facilities such as streets, water systems, and parks.

  • Economic Development: Supporting job creation, small business growth, and workforce development.

  • Public Services: Providing assistance for services like healthcare, education, and housing counseling for low-income residents.

 

Notice of Intent to Request Release of Funds

On or after March 30, 2026 Cape Girardeau will submit a request to the HUD for the release of CDBG funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to undertake the Minor Rehabilitation Program. 

Environmental Review Policy

The City of Cape Girardeau conducts environmental reviews for federally funded projects in accordance with the National Environmental Policy Act (NEPA) and related federal regulations at 24 CFR Part 58. For programs such as the Minor Rehabilitation Program, the City utilizes a tiered environmental review process to evaluate potential environmental impacts at both a broad program level and on a site-specific basis prior to project approval. Activities are limited to eligible rehabilitation work and must comply with all applicable federal laws and authorities, including those related to floodplains, historic preservation, and environmental hazards. The City maintains all environmental review documentation in an official Environmental Review Record (ERR) and ensures no funds are committed until the review process is complete.
