City Finance Director Now ICMA Credentialed Manager

Victor BrownleesCity of Cape Girardeau Finance Director W. Victor Brownlees recently received the Credentialed Manager designation from ICMA, the International City/County Management Association.
Brownlees brings decades of local government executive experience to Cape Girardeau, Mo. Before moving to the United States, Brownlees served as Chief Executive to the States of Alderney, President and CEO of Atrice Consulting, and Chief Executive of Telford & Wrekin among other executive appointments. His experience and education made him eligible for the ICMA credential, but his demonstrated commitment to high standards of integrity, lifelong learning, and professional development earned him the accreditation.

“Victor hasn’t been here long, but he’s already made a tremendous impact,” said Mayor Bob Fox. “We are eager to see how he will continue to strengthen the organization.”

As the finance director, Brownlees oversees the City’s investment, procurement, budget process and accounting staff. He has executive responsibility for the Information Technology Division of the City. In partnership with Deputy City Manager Molly Mehner, he is leading the City’s Budget Team in their efforts to transform the City into a more financially sustainable, focused and leaner organization.
Brownlees now joins Mehner and over 1,300 other local government management professionals currently credentialed through the ICMA Voluntary Credentialing Program. ICMA’s mission is to advance professional local government through leadership, management, innovation, and ethics and by increasing the proficiency of appointed chief administrative officers, assistant administrators, and other employees who serve local governments and regional entities around the world. The organization’s 13,000 members in 27 countries also include educators, students, and other local government employees.
