Support Services Bureau

The Support Services Bureau is directed by Assistant Chief Randy Roddy.  An Administrative Secretary provides clerical support to the bureau. 

The Support Services Bureau has two divisions which it supervises. They include the Auxiliary Services Division and the Training and Community Affairs Division.  The bureau also supervises the Police Reserve Unit. 

The Support Services Bureau oversees all personnel matters and budget paperwork for the department.  The bureau also conducts the department’s hiring processes.  For more information regarding employment and our hiring process, click here.   

Auxiliary Services Division

The Auxiliary Services Division is made up of several units including the Jail, Records, building maintenance, licensing services, equipment and property services and police fleet management.

*           Records Unit

The Cape Girardeau Police Department Records Unit is staffed with four Records Information Clerks and a Records Clerk Supervisor.  The Records Unit is responsible for data entry and file maintenance of all written reports. The Unit also assists Communications during administrative hours by answering the department’s routine telephone calls.

The citizens of Cape Girardeau also have access to the Records Unit during business hours (8:00 a.m. to 5:00 p.m., Monday through Friday) to obtain information on reports and other matters filed within the Police Department.

During 2006, the Records Unit processed 11,353 original police reports, numerous supplemental reports and several thousand traffic tickets. 

*           Jail Unit

The Cape Girardeau Police Department houses a 29 bed, direct supervision jail facility, used primarily to house prisoners awaiting municipal trial or serving time for municipal ordinance violations.  The jail is operated by three full-time Jailers and supervised by the Director of the Auxiliary Services Division. 

During 2006, 1,337 prisoners were admitted into the Municipal Jail.

Designated prisoners are allowed to perform Community Service work in order to pay fines to the City. Work details at the Cape Girardeau Recycling Center, Southeast Missouri Humane Society and Salvation Army enable the prisoners to satisfy financial obligations to the City while serving their jail sentence.  

*           Licensing

The Auxiliary Service Division is also responsible for certain licensing services within the City of Cape Girardeau, including Security Guard and Liquor Licenses.

Any person performing security guard duties, working as a watchman, loss prevention or private protective service is required to possess a Cape Girardeau Security Guard license.  In order to obtain a Security Guard license, a person must first complete an application for Security Guard license and pay a $25.00 license fee.  The application is submitted to the Cape Girardeau Police Department for review.  The applicant must also request a Criminal History background report from the Missouri State Highway Patrol.  The Cape Girardeau Police Department investigates the application and the Chief of Police approves or disapproves the application.  Security Guard licenses are subject to annual renewal beginning in July of each year.

All businesses within the City of Cape Girardeau that sell any type of alcoholic beverage must not only acquire and maintain a Missouri State Liquor License, but must acquire and maintain a City of Cape Girardeau Liquor License.  The Auxiliary Services Division is responsible for investigating applications for new licenses as well as the annual renewal for each liquor license in the city. 

Training and Community Affairs Division

The Training and Community Affairs Division coordinates departmental training needs and insures that all commissioned officers complete their State mandated POST (Peace Officers Standards and Training Program) training hours during each 3 year reporting period.  The division also provides programs about various crime prevention topics to the citizens of Cape Girardeau. 

·                    Media Relations

One of the Training and Community Affairs Division’s primary task is media liaison.  The division ensures that the media throughout the region has access to timely and correct information.  This information deals with, but is not limited to criminal activity, traffic safety, and special events.   

·                    Crime Prevention

Through the Crime Prevention Program, the community is provided with informational and educational crime prevention programs for schools, businesses and community organizations.  The topics of these programs are quite varied and include such things as robbery and burglary prevention, fraud, con-games, work place violence, gun safety, traffic safety, drug and alcohol awareness and many others. 

Additionally, the unit is involved in the training and coordination of the department’s Volunteer Program and Citizen’s Police Academy, conducting tours of Police Headquarters for school and community groups, conducting business and residential security surveys, and participating in annual community safety events, and school career days.

CGPD Reserve Unit

The Police Reserve Division is comprised of volunteer commissioned police officers serving the community with full police responsibilities and powers while on duty. Retired Sergeant Al Moore is the coordinator of the Police Reserve Division.

The Police Reserve was established in February of 1955 as the Cape Girardeau Auxiliary Police. The unit underwent change in 1974, to become the Cape Girardeau Police Reserve Unit. All members of the police reserve must complete law enforcement academy training and be certified as police officers in the State of Missouri.
