Block Grant Program Jefferson-Bloomfield Neighborhood Rehabilitation Program
Target Area
The boundaries of the area included in this neighborhood rehabilitation program are: Jefferson Ave. on the south;S. Pacific St. on the East; Bloomfield Street on the north and S. Benton Street on the west.
Application Procedures
Applications are to be made at the Planning Services Office in City Hall, 401 Independence St. during regular business hours, which are 8:00 a.m. to 5:00 p.m. If you are unable to get to the second floor, please contact us and arrangements will be made to assist you in getting your application completed.
The owner must provide the following items in order to complete the application:
- A copy of the deed to the property. If you have the original, we will make a copy for our records.
- Social Security numbers for all the family members living in the household.
- Veteran’s Claim Number, if you receive benefits from Veteran’s Administration.
To be eligible to receive a rehabilitation grant, you must own and live in the house prior to making an application, or you must own property, which has been established as a rental unit prior to making an application. Applications will be handled on a first come first serve basis, with priority being given to owner occupied units.
Applicants will also be required to meet income limits. The family income limits are determined by family size, and are indicated in the table below. If you are not sure if you meet these income guidelines, we will be happy to assist you.

We also will be working with the East Missouri Action Agency. Their program on energy efficiency will be used in conjunction with the grant program for those applications that meet their eligibility requirements.
