The Inspection Services Division is responsible for building inspection, building plan and site layout review, interpretation and enforcement of the Building Official & Code Administrators (BOCA) construction standards, and any local construction codes adopted by the City Council. The division’s nine employees also provide information concerning subdivision plats and existing sewer lines and connections, and they dispense maps produced by the City . The division is also responsible for the inspection and enforcement of the City’s Minimum Property Standards. City Announces New Plan Review System
The City of Cape Girardeau has created a "Site Plan Review Team" to review multi-family and commercial site plans. The purpose of the team review is to speed up the site plan review process while ensuring that a proposed site plan meets all ordinance requirements. This team consists of four individuals representing the Fire Marshal, and divisions of Inspection Services, Engineering, and Planning. The team may be expanded on a case-by-case basis if other departments are involved in the proposed building project.
Site plan review could be rather complex, especially with overlaying ordinances, such as stormwater management, floodplain, zoning, right-of-way and driveway permits. The big advantage of this team is the pooling of resources for a more comprehensive review, thus better ensuring compliance with the various ordinances of the City. A contractor applying for a building permit will submit a site plan at the same time he applies for a permit. A plan review specialist in Inspection Services will review the building plans at the same time the site plan is being reviewed by the team, thus minimizing or eliminating additional review time. Contractors will continue to make permit application at the Inspection Services Division.
Residential site plan review will not be affected by the Site Plan Review Team and will remain the sole responsibility of Inspection Services. Site plan review for single-family homes and duplexes is much less complex, Miller said, and generally does not require additional permits, such as storm water or grading permits.
The new Site Plan Review Team is consistent with the City’s ongoing commitment to team management. The City’s Development Team reviewed the idea of a Site Plan Review team at a recent meeting and the proposal had the support of the Fire Marshall and division directors of Inspection Services, Engineering and Planning.
