The following information has been put to together to enable you to receive the information necessary for the plan review process when there is any construction or remodeling of your business in the City of Cape Girardeau. 1. Commercial Permit Application: To be completed when you submit documents for plan review. Plan review is required whenever: (1) You construct, enlarge, alter or demolish a structure; (2) Change the occupancy of a building or structure requiring greater strength, exit or sanitary provisions; (3) To change to another use; or (4) To install or alter any equipment covered under the City’s building code. The first side of the application is information that must be received in order for drawings to be accepted and reviewed. The second side must be filled out completely by the person submitting the drawings. [

2. Stormwater Application : To be submitted along with engineers sealed drawings on the displacement of stormwater. This needs to be submitted when a new building is constructed, an addition is built, or any type of pavement is put in place (such as asphalt or concrete). Small jobs may be able to obtain a waiver for this, but the application still will need to be made. Applications are accepted and reviewed by Engineering . This must be approved before a building permit is issued. Stormwater review fee is between $35.00 and $140.00 depending on acreage. The ordinance is available online or through Inspection Services for $5.00. [

3. Grading Permit Application : To be obtained from Engineering whenever grading is to be started on site before a building permit or stormwater permit is issued. [

4. Floodplain Development Permits : To be submitted to Engineering whenever construction will be in the floodway or floodplain. City ordinance recommends that the lowest floor be one foot above the 100-year flood level. The Floodplain Management Application must be completed and approved before a building permit is issued. The Floodplain development permit fee is $25.00 and the Floodway development permit fee is $50.00. [

5. Elevation Certificate: To be completed on any structure built in the floodplain or floodway. This must be done by a registered engineer to verify the floor elevation of the new structure. Certificates are to be submitted to  Engineering. The Certificate must be obtained before an occupancy permit is issued. [

6. Permit Fees: To be collected when permits are picked up. [

7. Sewer & Water Tap Fees: New construction will charged a sewer tap fee, which is based on water size usage. These are to be paid when the building permit is picked up. Water tap cost can be applied and paid for at Inspection Services when picking up permits or can be paid later through Customer Service , in City Hall (401 Independence).

An out of district sewer fee is $250 and will need City Council approval.

8. Rules for Subdividing Property:  A subdivision is the division or re-division of a tract of land into lots, plats, or sites for development purposes; any lot, plat, or site of which is less than three (3) acres in area.  Subdivisions of land are to be shown on a subdivision plat, approved by the City, and recorded in the office of the recorder of deeds prior to being sold.  The subdivision regulations are in Chapter 25 in the City Code of Ordinances and is available in hard copy through Inspection Services for $5.00 or can be viewed online .  Click Top of Page below for information regarding the subdivision plat process.

Subdivision Review fees are:
Single family $18.00 per lot.
Multiple family $18.00 per unit.
Commercial $18.00 per acre.
Minimum charge for all Subdivisions $90.00.

9. Permits Required for Development: This lists what permits are required on a job. Our plan review process will normally complete a review for the building, plumbing, mechanical and electrical work. Once the building permit is obtained, the other trades can then obtain their permits. [

10. Ordinance on Acceptance of ICC Building Codes: The City of Cape Girardeau operates under the 2003 International Building, 2003 International Residential Code,  2003 International Fire Codes, 2003 International Mechanical Code, 2003 International Fuel Gas Code, 2003 International Plumbing Code,  2002 National Electrical Code and 2003 International Property Maintaintencance Code. The ordinance, No. 2079, provides any changes to the code that have been accepted by our City Council and can be viewed online . [

11. Trades License Application: The City of Cape Girardeau is under  Construction Trades License Ordinance No. 1928, which can be viewed online . This ordinance allows only licensed contractors to pick up permits. Our construction contractors and plumbing fixture installers are not licensed by a test. Plumbers, mechanical installers, and electricians are required to a pass a test before obtaining their license. Application for testing, which is approved by the Board of Examiners, is available through Inspection Services . All contractors will need to fill out the enclosed application along with $35.00 for each trade, a certificate of insurance for workmen’s compensation and general liability insurance for a minimum of $300,000 dollars with the name of the insurance carrier, the limits of coverage and the duration of the policy which had been purchased. [

12. Zoning: The zoning ordinance is Chapter 30 in the City Code of Ordinances and is available in hard copy through Inspection Services for $5.00 or can be viewed online . This ordinance will inform you of what zone you will be able to put your business in, parking spaces required, setback requirements, and other regulations set by the City Council. If you want to apply for a Rezoning or Special Use Permit for your property, you will need the approval of the City Planning and Zoning Commission and the City Council . [

13. Permanent Disconnect Forms: These two forms are required to be completed for a permit whenever a structure will be demolished. It will inform Inspection Services that all disconnects are completed. Form for gas and electric are to be taken to AmerenUE for disconnects and the water form taken to Customer Service in City Hall for disconnects. When the sewer line is ready to be capped, call Inspection Services for an inspection. When both forms are completed and signed off for all four services, a permit can then be issued and demolition can be done. Demolition and clean up must be done within (45) days of the permit issuance. [

14. Driveway/Street and Sidewalk Alterations: When any work is done on the City’s right of way, a permit must be obtained. All driveways and sidewalks must abide by the enclosed driveway and sidewalk standards. [

15. Addressing of Structures: Addresses are very important whenever there is a need for emergency vehicles. City ordinance states that they must be posted. This pamphlet will give you information on how to post them within the ordinance guidelines. [

16. Tax Clearance for Transient Employees: Out of state contractors please note -- before we can issue a building permit, you must have a valid tax clearance number issued by the Missouri Department of Revenue . Forms 943T and 3032 must be sent to the State for a tax number. If you have any questions you may contact them at:
