Advisory Boards and Commissions
All members of advisory boards must be residents of the City of Cape Girardeau unless otherwise noted. Advisory board meetings are open to the public. We encourage all of our citizens to attend these meetings.

Airport Board
Follows operations of the Cape Girardeau Regional Airport and recommends policy changes to the City Council. Nine citizen advisors serve for three year terms and are appointed by the City Council. Two of the nine members may be from the following regions: Scott, Bollinger and Perry Counties. Meetings are held the first Tuesday at 5:00 p.m. at the Pilot’s Club at the Cape Girardeau Regional Airport. A council member may serve as liaison. Board of Adjustment
The Board of Adjustment hears and decides exceptions to or variations from lot line requirements, yard regulations, and parking regulations, as set out in the City’s zoning ordinance. Five citizen advisors plus three alternates serve five-year terms and are appointed by the Mayor with approval of the City Council. Meetings are held the first Thursday at 7:00 p.m. in the City Council chambers. Board meets to resolve inspection issues. Board of Appeals
The Board of Appeals hears and decides on appeals for variances from the locally adopted building codes. The City of Cape Girardeau is currently regulated by the 2003 International Building Codes. Seven citizen advisors plus two alternates serve five year terms and are appointed by the City Council.
Of the seven members, no more than two from each of the following professions: (1) Registered design professional that is a registered architect; or a builder or superintendent of building construction with at least 10 years experience 5 of which shall have been in responsible charge of work; (2) Registered design professional with structural engineering or architectural experience; (3) Registered design professional with mechanical or plumbing engineering experience; or a mechanical or plumbing contractor with 10 years experience 5 of which shall have bene in responsible charge of work; (4) Registered design professional with electrical engineering experience; or an electrical contractor with at least 10 years experience 5 of which shall have been in responsible charge of work; (5) registered design professional with fire protection engineering experience; or a fire protection contractor with at least ten years experience 5 of which shall have been in responsible charge of work. Board of Examiners
The Board of Examiners enforces the City’s licensing code and is responsible for the licensing of local contractors, electricians, plumbers, mechanical installers, and drainlayers. The Board does not give the examinations required for licensing, but it sponsors tests given by Block and Associates, a nationally recognized testing firm.
Eight citizen advisors serve three year terms and are appointed by City Council. Two of the 8 members may be residents of Cape Girardeau County as long as they hold a valid trades license. Four of the eight regular members must have at least six years practical experience in one of the construction trades, be licensed in and working in the trade at the time of appointment. These four members must include not more than one of each of the following: plumber, mechanical installer, electrician, construction contractor, master drain layer and plumber fixture installer. Three members must be licensed as either a plumber, electrician, mechanical installer, construction contractor, master drain-layer or plumbing fixture installer and must be actually engaged in working at their trade at the time of their appointment. One member need not be a licensed practitioner of the construction trades. Meetings are held on the first Wednesday at 7:00 p.m. in the City Council Chambers. Cape Girardeau County University of Missouri Extension Council
Serves two year term; House Bill 153 provides for one member to be appointed to represent Cape Girardeau and Jackson, with the municipality with the largest population appointing the member.
Golf Course Advisory Board
Follows operations of the Jaycee Municipal Golf Course . Nine citizen advisors serve three year terms and are appointed by the City Council. Meetings are held the fourth Thursday at 12:00 noon at the A.C. Brase Arena Building. Parks and Recreation Director and Golf Course Superintendent meet with the Board. Historic Preservation Commission
Monitors and encourages historic preservation in the community and recommends structures, sites, and buildings for local landmark designation. The Commission is also responsible for completing historic surveys of the city and educating the public on historic preservation . Currently, Cape Girardeau has nine National Register Site Landmarks and 15 local landmarks. Nine citizen advisors serve three year terms and are appointed by the City Council. Parks & Recreation Advisory Board
Follows operations of the Parks & Recreation Department and recommends changes to the City Council. Eleven citizen advisors serve three year terms and are appointed by the City Council. Planning and Zoning Commission
Makes recommendations to the City Council regarding zoning changes, special use permits, subdivision plats, and other developmental policy issues involving the Division of Planning Services . Nine citizen advisors serve four year terms and are appointed by the City Council. Meetings are held the second Wednesday at 7:00 p.m. in the City Council Chambers. Public Library Board of Trustees
Monitors operations of the Cape Girardeau Public Library . Nine citizen advisors serve three year terms and are appointed by Mayor with approval of the City Council. Meetings are held fourth Thursday at 7:00 a.m. at the Cape Girardeau Public Library. Members can only serve three consecutive terms. A Council member may serve as liaison. River Campus Board of Managers
Monitors construction of River Campus. Serve three year terms, three appointed by the City Council, three by SEMO University Board of Regetns. Staff contact, Ken Eftink, Development Services Director, 573-334-8326.
Show Me Center Board of Managers
Monitors operations of the Show Me Center . Serve three year terms, three appointed by the City Council, three by SEMO University Board of Regents. Meet first Wednesday every other month. Staff contact: Doug Leslie, City Manager, 573-334-1212.
Special Business District Advisory Commission
Supervises operations of the Special Business District. Five citizen advisors serve three year terms and are appointed by the City Council. Meetings are called by the Commission Chairman; however, the commission is required to meet one time per year. The City Manager or his designee shall serve as an ex officio member. Tree Board
Serve three year terms, appointed by City Council. Meetings held second Monday, bi-monthy beginning in February, at noon at the Osage Community Centre. Study, investigate, counsel and develop and/or update annually, and administer a written plan for the care, preservation, pruning, planting, replanting, removal or disposition of public trees in parks, along streets and in other public places. Upon request by City Council, shall consider, investigate, make findings, report and recommend upon any special matter of question coming within the scope of its work. Vision 2020 Community Relations Council
Monitors progress of the Vision 2020 Strategic Plan . Meetings are held the fourth Tuesday four times a year (January, April, July, and October) at 7:30 a.m. at the Cape Girardeau Area Chamber of Commerce, 1267 N. Mt. Auburn Rd.
