Cpl. Alvin Spencer Retires after 24 Years of Service

Corporal Alvin Spencer began working for the Cape Girardeau Police Department as a Patrolman on October 1, 1984. He resigned on November 17, 1990 to accept a position as a Federal Court security officer. He remained active with our Department as a reserve police officer during this time period.
On November 15, 1993, he was re-hired as a full-time Patrolman by our Department. He was promoted to the rank of Corporal in June 2001.
Corporal Spencer was appointed as the Department's DARE Officer in February 1999 and was appointed as the School Resource Officer (SRO) in August 2002. For 12 years, Corporal Spencer worked in the schools as a DARE Officer and SRO. He was reassigned as a day-time station commander in December 2010 and served in that position until his retirement on December 15, 2011.

Corporal Promotions

With the departure of K-9 Officer Corporal Jeff Bourbon and the recent retirement of Corporal Alvin Spencer, two officers were promoted to the rank of Corporal on December 17, 2011.
Corporal Keith Green is a 9 year veteran of our Department, beginning his employment with us on July 15, 2002. While in the Patrol Division, he served as an evidence technician and field training officer. For the past 3 1/2 years, he has worked as a Detective in our Criminal Investigations Division.
Corporal Hank Voelker is a 7 year veteran of our Department, beginning his employment with us on September 20, 2004. He worked in the Patrol Division for 2 1/2 years before transferring to the Criminal Investigations Division. He has worked as our computer crimes/fraud investigator for the past 4 1/2 years. Corporal Voelker will be transferred to the Patrol Division at the end of 2011.
