Zoning and Development Codes 

The City's Comprehensive Plan, which was adopted in late 2007, recommended that the City undertake major revisions to its Zoning Ordinance and Subdivision Regulations. The City has completed a major update of its Zoning Ordinance and map, which went into effect on March 12, 2010.

 

The next step is the formulation of a Development Code which will contain standards for all new development within the City. The Development Code will include regulations for signs, billboards, parking, landscaping, fences, retaining walls, streets, access management, and subdivisions.

 

The City of Cape Girardeau Planning and Zoning Commission is responsible for guiding the update process.  The Planning and Zoning Commission set up a subcommittee to meet and work through drafts of these ordinances to forward to the Planning and Zoning Commission.  City Staff that is involved in these updates is Martha Brown, Planner. The first three sections of the Development Code - General Provisions, Exterior Lighting, and Off-Street Parking and Loading have been adopted by the City Council and went into effect on August 27, 2010.

 

An Open House to discuss the next five sections - Signs, Billboards, Landscaping/Bufferyards, Fences, and Retaining Walls - was held on Monday, August 30th from 6 to 8 p.m. in the City Council Chambers. This Open House was a good opportunity to gather comments on these proposed regulations.

 

Citizens, property owners, Planning and Zoning Commissioners, City Council members, and staff were able to discuss various aspects of the proposed regulations at the Open House. These five sections of the Development Code were referred back to the Development Code Committee so that revisions based on the discussion at the Open House could be incorporated in the proposed regulations.


Updated Zoning Ordinance:

  • The City Council approved the zoning ordinance update on March 1, 2010, which became effective on March 12, 2010. The updated ordinance is located in the Code of Ordinances.
