Transportation Trust Fund
Five-Year Transportation Improvement Program

All revenue from the Transportation Sales Tax (0.05%) goes into a Transportation Trust Fund, which is used solely for the completion of the identified projects. The projects are to be funded on a "pay-as-you-go" basis so that no money will be borrowed to fund the projects.

A monthly report is issued by the City Engineer that provides updates on the status of each of the 20 projects in addition to a map of the projects. In addition, street closings due to City construction are updated.

The TTF was first approved by voters in 1995 for TTF-1. The tax was extended by voters in 2000 for TTF-2 and again in 2005 for TTF-3. Details of each of these projects are outlined below.

Transportation Trust Fund 3 (TTF-3)

In August 8 of 2005, voters approved a five-year extension to the Transportation Sales Tax. Below is the list of projects scheduled for Transportation Trust Fund 3 (TTF-3).

  • Extend 1/2-cent Transportation Sales Tax for 5 more years
  • 14 proposed projects: 9 general, 5 maintenance

General Projects

  • Mount Auburn (Independence to Kingshighway)
  • Bloomfield Road Phase IV (Stonebridge to Benton Hill)
  • Armstrong Drive (Siemers Drive to William Street)
  • Sprigg Street (Highway 74 to William Street)
  • Bend Road (Mason Street to Main Street)
  • Vantage Drive (Kingshighway to Scenic Drive)
  • Kingshighway (Cape Rock to Broadview)
  • LaSalle Avenue
  • Fountain Street Phase II (Morgan Oak to William)

Transportation Trust Fund 2 (TTF-2)

On August 8, 2000, voters approved a five-year extension to the Transportation Sales Tax. Below is the list of projects scheduled for Transportation Trust Fund 2 (TTF-2).

  • Extend 1/2-cent Transportation Sales Tax for 5 more years
  • Estimated Sales Tax revenue over next 5 years = $20,663,514
  • 13 proposed projects: 5 general, 8 specific

General Projects

  • Existing street paving
  • Street, curb & gutter repairs
  • Sidewalk repairs
  • New sidewalk construction

Installation of new street lights & upgrading of existing street lights

  • 1,000 existing lights will be upgraded to brighter, more efficient lighting (from mercury vapor to high pressure sodium)
  • 850 new lights will be added along existing major streets, intersections, and cul-de-sacs

Major street light installations

  • Lexington/Route W intersection
  • Mt. Auburn : William to Bloomfield
  • Broadview: William to Bloomfield
  • N. Kingshighway: Boulder Crest to I-55
  • S. Kingshighway: S. Expressway to I-55
  • Silver Springs: William to Bloomfield
  • S. Expressway: Sprigg to Kingshighway

  1. Silver Springs Rd. (Southern Expressway to Kingshighway)
  2. Silver Springs Rd. ( Shawnee Pkwy to Southern Expressway)
  3. Siemers Dr. widening with traffic signals (William to Bloomfield )
  4. Bloomfield Rd. Phase 3 (Siemers to Stonebridge Dr., incl. Ramsey bridge)
  5. Independence Widening (Kingshighway to Pacific)
  6. Independence general improvements (Sprigg to Water St .)
  7. Broadway widening ( Perry Ave. to Houck Place )

1. Expand Paving Overlay Program (Additional $400,000 per year)

2. Pave Remaining Gravel Streets (Based on approximately 2 miles remaining after 8/95)

3. Street, Curb and Gutter Repair (Additional $375,000 per year)

4. Sidewalk Repair and Reconstruction ($125,000 per year)

5. Perryville Road : Near Meyer Drive to City Limits ( Hanover Church )

6. Hopper Road : Phase I. New alignment from Mt. Auburn west to Kage Road

7. Silver Springs Road : William Street (Route K) North to " Independence "

8. Bloomfield Road : Phase I. Christine Street east to Spring Street

9. Broadway: Widening and reconstruction from Clark St. east to Perry Ave.

10. Mt. Auburn Road

•     Mt. Auburn Road : Widening to full four lanes, William to Independence

•     Mt. Auburn Road : Traffic signals at Independence intersection

11. New Route 74 Connections:

•     Lorimier Street : Morgan Oak to New Highway 74 (connection)

•     Mt. Auburn Road : Bloomfield Road south to New Highway 74

•     Siemers Drive : Bloomfield Road to New Highway 74 (connection)

•     Silver Springs Road : Bloomfield South to New Highway 74

12. Bloomfield Road : Phase II. Kingshighway west to I-55

13. Hopper Road : Phase II. Kage Road to I-55

14. William Street : General improvement and/or widening Sprigg St. to Main

15. Perryville Road : City Limits North to Route W and Cypress Drive

16. Kage Road : Mt. Auburn to Hopper Road

17. Mt. Auburn/Southern Expressway Extensions:

•       Mt. Auburn Road : New Highway 74 South to Southern Expressway (Extended west to Silver Springs)

•     Southern Expressway (Highway 74): Extension west from Kingshighway to Silver Springs Road

18. Independence Street : Reconstruction Pacific to Sprigg, including intersections.

19. New Madrid Street : Reconstruction from Perry Avenue east to Show-Me Center (including realignment of Henderson intersection).

20. Rodney Street : New Cape La Croix Creek bridge and reconstruction from National Guard Armory north to Hawthorne .
