| In October of 1971, Missouri voters approved a constitutional amendment permitting a greater degree of home rule in municipalities. In April of 1981, the voters in the City of Cape Girardeau elected a 13 member commission to draft a Home Rule Charter for the City. After extensive review, a new Home Rule Charter was adopted by the voters of the City of Cape Girardeau on November 3, 1981. Since that time, the Charter has been amended by the voters on several occasions. Listed below is a history of the Cape Girardeau City Charter. |
