The City's Comprehensive Plan, which was adopted in late 2007, recommended that the City undertake major revisions to its Zoning Ordinance and Subdivision Regulations. The City completed a major update of its Zoning Ordinance and map. The revisions went into effect March 12, 2010.

Several revisions were proposed for the newly updated Zoning Ordinance. These include: the addition of a Downtown Commercial Corridor Overlay District; the addition of residential uses by right in the Central Business Distrct; revisions to the Planned Development District; a revision to the standards for telecommunication towers; and other minor revisions. These revisions were approved by the City Council and went into effect March 18, 2011.
