In cooperation with grants from various State and Federal agencies and the East Missouri Action Agency, the City of Cape Girardeau offers rehabilitation of homes within the City for low-income homeowners. The City also has a program to aid low income residents' transition from renters to homeowners by purchasing and rehabilitating foreclosed homes. Potential participants must complete an application process and meet specific income guidelines to qualify for the program. For more information on a particular program, or to see if you qualify, please visit one of the available programs below.
Neighborhood Stabilization Program
The Neighborhood Stabilization Program, a cooperative effort to rehabilitate foreclosed homes and transition low-income residents from renters to homeowners, has been expanded to include both the Franklin and Blanchard elementary school districts. Initially bounded by Sprigg Street, the Mississippi River, Bertling Street and Park Street, the new boundaries stretch as far as Highway 177, the Shawnee Parkway and Kingshighway.

| The City of Cape Girardeau was approved for a $648,000 grant for the acquisition, rehabilitation and resale of foreclosed homes to low income individuals and families. Nine houses have been purchased and are expected to be available to program participants in the coming months. Revenue from the home sales will be used to buy more homes for this program.
Applicants must meet income guidelines and participate in financial counseling, homebuyer education classes and work with the counselors on any credit or budgeting issues they may have. There are no restrictions on the current address of the applicant.

Home Repair Opportunity (HeRO) Grant
The City of Cape Girardeau has been approved for a
Home Repair Opportunity (HeRO) Grant for $110,000 to repair five houses located within the city limits of Cape Girardeau. All rehabilitated units must meet
HUD Housing Quality Standards (HQS), pass a lead clearance test, and pass
local building code requirements. Eligible homeowners are those whose annual income does not exceed 80 percent of the Area Median Income for the property area, in accordance with
HOME regulations. Income levels must be within a maximum range of $30,050 to $56,650. Eligible homeowners may receive cash assistance up to $20,000 for repairs.

Rehabilitation Block Grant: Jefferson/Bloomfield Neighborhood

The neighborhood rehabilitation program boundaries are: Jefferson Avenue on the south, South Pacific Street on the east, Bloomfield Street on the north and South Benton Street on the west.
We will also be working with the East Missouri Action Agency. Their program on energy efficiency will be used in conjunction with the grant program for those applications that meet their eligibility requirements.

To be eligible to receive a rehabilitation grant, you must own and live in the house prior to making an application, or you must own property which has been established as a rental unit prior to making an application.
The owner must provide the following items in order to complete the application:
1. A copy of the deed to the property.
2. Social Security numbers for all family members living in the household.
3. Veteran's Claim Number, if you receive benefits from the Veteran's Administration.
Applicants are required to meet income limits. Income limits are determined by family size, per the table below. If you are not sure if you meet these income guidelines, we will be happy to assist you.
