The City's Comprehensive Plan, which was adopted in late 2007, recommended that the City undertake major revisions to its Zoning Ordinance and Subdivision Regulations. The City completed a major update of its Zoning Ordinance and map, which went into effect on March 12, 2010.
The next step was the formulation of a Development Code which contains standards for all new development within the City. The Development Code includes regulations for signs, billboards, parking, landscaping, fences, retaining walls, streets, access management, utilities, siteplans/improvement plans and subdivisions.
The City of Cape Girardeau Planning and Zoning Commission was responsible for guiding the update process. The Commission set up a subcommittee to meet and work through drafts of these ordinances to forward to the full Planning and Zoning Commission for approval. Sections pertaining to: General Provisions, Exterior Lighting, and Off-Street Parking and Loading were adopted by the City Council and went into effect on August 27, 2010. (Ordinance No. 4149 Continued)

A Public Hearing was held by the City Council on May 16, 2011 to gather comments on a proposed change to the General Provisions Section of the Development Code. The proposed revision would authorize the Planning and Zoning Commission to grant variances from the requirements in the Development Code, rather than the Board of Adjustments.
