Comprehensive Plan
Planning for Cape Girardeau's Future

A Comprehensive Plan is a long-range 10-20 year blueprint for a community's physical development. It is based on a vision of the Community and portrays the dynamic, unique qualities in which residents see their City. The last Comprehensive Plan for Cape Girardeau was developed in 2007.

A successful Comprehensive Plan identifies the issues and present goals, objectives and policies which provide a framework for community decision making. This plan affects how Cape Girardeau develops in the future, including traffic and land use patterns, future housing development, industrial growth, retail opportunities and new road patterns.

In the fall of 2006, City Staff began the process of updating the City's Comprehensive Plan. Through the process, citizens were empowered to contribute to the decision-making process by participating in public workshops, surveys, focus sessions and stakeholder interviews.

After extensive input, the Comprehensive Plan was presented at a joint City Council/Planning and Zoning Commission meeting on August 16, 2007.

The Planning and Zoning Commission held a study session on August 29, 2007 to review the draft plan. A public hearing was held at the regular Planning and Zoning meeting on October 10, 2007. In addition, another joint study session of the City Council and Planning and Zoning Commission was held on October 22, 2007 at the Osage Community Center.

The Planning and Zoning Commission officially adopted the Comprehensive Plan on December 12, 2007 and the City Council formally accepted the Comprehensive Plan on January 22, 2008.
